Vicky Ling was one of the first managers recruited by the then Legal Aid Board to implement its quality assurance standard and has been an independent consultant specialising in legal aid practice for many years. Since leaving the Legal Aid Board staff in 1995, she has worked as a consultant with voluntary organisations and over 200 firms of solicitors on different aspects of winning and maintaining legal aid contracts. Vicky also has experience of managing third sector organisations with legal aid contracts. She has in-depth knowledge of legal quality standards, legal aid appeals, costs compliance and contract awards.
Vicky was a founder member of the Civil Justice Council and served two terms. She was heavily involved in access to justice and pro bono issues.
Vicky was the author of the Law Society's original guides to Civil and Crime Contracting and is an editor and author of several chapters in the Legal Action Group’s Legal Aid Handbook, now in its 8th edition. The 2024-25 and covers the crime contract 2025 as well as the civil and family contract 2024.
Vicky holds a B.Sc. and an M.Phil. in an education topic. She has obtained the Open University Certificate in Management. Vicky is a Chartered Quality Professional.
